Caerphilly County Borough 2nd Replacement Local Development Plan 2020-2035


We consulted on the Pre-Deposit Plan (Revised Preferred Strategy) of the 2nd Replacement Local Development Plan (2RLDP) in January 2025. The report of consultation is available to view here. We are now working on the Deposit Plan which will shape the County Borough up to 2035. The initial timescales outlined that the Deposit Consultation would take place in January and February of 2026. However, due to the prolonged timescales of ongoing work projects that will support the plans evidence base and allocations, this consultation will now take place later in 2026. We will be releasing further details of this in advance of the Deposit Consultation. All members of the public and stakeholders that have made representations previously will be notified via written communication in advance of the consultation, if you have not previously made a representation or wish to register your interest, you can do so via our online portal here.


Pre-Deposit Public Consultation

15th January 2025 - 26th February 2025

Have you ever been delighted or dismayed about a new development in your area? Or have you ever said to yourself “I would never have allowed that development there!”

Well, this is your opportunity to get involved. Have your say on:

The Revised Preferred Strategy, this sets out:

  • The key issues for the County Borough;
  • The Vision, Aims and Objectives;
  • The scale and location of future growth in population, housing and jobs;
  • Strategic policies that will deliver/implement the strategy.

Integrated Sustainability Appraisal (ISA)

Candidate Sites 

  • View submitted candidate sites and the Draft Candidate Site Assessment Summary. 
  • Or submit a Candidate Site as part of the Third Call for Candidate Sites.

Documents will be available to view and make comments online at https://caerphilly.oc2.uk

Alternatively, they will be available in Penallta House, Tredomen Business and Technology Centre and all libraries.

Officers will be available on an appointment basis at Tredomen throughout the consultation period.

To supplement this consultation process Planning Aid Wales has been commissioned to facilitate a series of community engagement workshop events during January and February. The details of these events are as follows:

  • Wednesday 22 January 2025: 10am – 12pm Online
  • Wednesday 29 January 2025 : 6 – 8pm Risca Primary School, Dan-y-Graig Road, Risca NP11 6DB
  • Monday 3 February 2025: 6 - 8pm Cwrt Rawlin School, Cae Croes Heol, Caerphilly CF83 1SN
  • Wednesday 5 February 2025: 6 - 8pm Bargoed YMCA, 12, Aeron Place, Bargoed CF81 8JA ·
  • Thursday 13 February 2025: 2 - 4pm Twyn Community Centre, Twyn Square, Caerphilly CF83 1JL
  • Wednesday 19 February 2025: 6 – 8pm Online

The events are not solely targeted to discuss the area of the venue but will be looking at the County as a whole and you are welcome to attend any of these events.
