Active Travel Network Map Review
Caerphilly County Borough Council is undertaking a public consultation on its draft Active Travel Network Map (ATNM). The consultation will help shape proposals to expand and improve active travel routes across the county borough, making it easier for people to walk, wheel and cycle for everyday journeys.
Under the Active Travel (Wales) Act 2013, local authorities across Wales are required to regularly review their Active Travel Network Maps and demonstrate how they are improving routes for walking, cycling and people using wheelchairs or mobility aids.
Active travel refers to walking, wheeling and cycling for everyday journeys, either as a complete journey or as part of a journey using public transport. These forms of travel provide significant health, environmental and social benefits, particularly when they replace journeys that would otherwise be made by private car.
Encouraging a shift towards walking, wheeling, cycling and public transport is a key aim of Llwybr Newydd, the Wales Transport Strategy, and is also strongly aligned with the ambitions of the South East Wales Regional Transport Plan to create a more sustainable, accessible and integrated transport network.
Supporting active travel further contributes to Caerphilly County Borough Council’s Well-being Objectives by promoting healthier lifestyles, reducing carbon emissions and helping to create safer, more connected and resilient communities. The Council is committed to improving the quality, connectivity and accessibility of active travel routes throughout Caerphilly County Borough.
Your feedback will help inform the development of the updated Active Travel Network Map and identify priorities for future investment.
The updated map will replace the previous Active Travel Network Map approved by Welsh Ministers in December 2021. It combines existing walking and cycling routes with proposed future routes, helping the Council plan a connected network that supports sustainable travel and reduces reliance on private vehicles.

Comments can be submitted via the survey linked below. In addition, the Council will be hosting a series of consultation events at venues across Caerphilly County Borough, where members of the public can view the existing map, ask questions and provide feedback in person.
An online engagement event will also be held, providing a further opportunity to share your views. Please refer to the Key Dates section for details of event dates, times and locations.
