Consultation on Review of Statement of Policy Licensing Act 2003

The Licensing Authority is required to review its Statement of Licensing Policy under the Licensing Act 2003. The Licensing Policy provides advice and guidance to applicants and licence holders and details the approach that will be taken by the Licensing Authority when considering new applications under the Act and the expectations of existing licence and certificate holders under the Licensing Act.
Why are we consulting?
The Authority is required to consult upon a revised Statement of Licensing Policy under the Licensing Act 2005 every 5 years.
The statement of licensing policy aims to secure public safety, protect children from harm, prevent public nuisance and prevent crime and disorder whilst encouraging a sustainable leisure and entertainment industry.
The Licensing Act 2003 requires that Licensing Authorities publish a Statement of Licensing Policy which sets out the various factors that they will take into account and consider in the administration and determination of applications made under the Act in relation to the promotion of the Licensing Objectives.
The council recognises both the expectations of local residents for a safe and healthy environment in which to live and work, and the need for the provision of safe and well conducted entertainment, hospitality and leisure facilities throughout the borough.
Our current policy came into effect on 1st January 2020 and is now subject to review.

Expected outcomes
The outcome of the consultation will be considered by the Licensing & Gambling Committee in the Autumn, with a view to placing before Full Council for a decision in November 2025
To conduct 5 yearly Review of existing Licensing Policy in line with legislative requirements.
