We are updating Caerphilly County Borough Council's Participation, Engagement and Consultation Framework.

This framework sets out how we will involve residents, communities, service users, staff, partners and other stakeholders in decisions that affect them. It describes the principles, standards and expectations that will guide participation, engagement and consultation activity across the Council.

Before the framework is finalised, we would like to hear your views. We want to know whether the proposed approach is clear, whether anything important is missing and how we can improve the document.

Your feedback will help us develop the final framework and ensure it reflects good practice and the needs of those who use it or are affected by it.

Why do we need your views?

We want to make sure the framework provides a clear, practical and effective approach to participation, engagement and consultation across the Council.

We are asking for feedback on:

• Whether the framework sets out the right approach.

• Whether the information is clear and easy to understand.

• Whether anything important is missing.

• How the document could be improved.

• Whether it reflects the needs and expectations of residents, communities, staff and stakeholders.

The feedback received will be considered before the framework is finalised and presented for approval.

Ways to give your views

You can share your views by:

Reading the draft framework document or the summary version of the draft document and

  • Completing our online questionnaire
  • Completing the print version of the questionnaire

We will also be asking local community groups to share their views with us.

Before attending a face to face engagement session, anyone who has specific requirements such as access, hearing loop, require translation facilities or wish to use the Welsh language are asked to contact the team at publicengagement@caerphilly.gov.uk or by calling 01443 864354

Expected outcomes

Once the engagement period closes, all feedback will be reviewed and considered.

The draft framework will be updated where appropriate to reflect the feedback received. A summary of the findings and any changes made to the framework will be published here following sign off by Cabinet in mid October 2026.
