The Council is seeking views of Caerphilly county borough residents on the introduction of a new Intermediate Rent Policy.

As part of its strategic housing and place shaping agenda, two key aims of the Council are to create mixed and sustainable communities where people want to live and to promote health and wellbeing. The Council looks to achieve these aims through the provision of a range of good quality, affordable homes, whether that is delivered through the planning system, in partnership with local housing associations or via its own resources.

Information provided from assessments of the local housing market undertaken by the Council and data collected via the Common Housing Register shows a high requirement throughout the borough for a range of good quality, affordable homes to rent, including social rented and intermediate rent.

Data from the Office of National Statistics shows that renting in the private sector can be unaffordable for some people:

  • the average monthly private sector rents have risen by 146% between August 2015 and August 2025; and
  • private rents have increased to £691 per month (August 2025), a 7.3% rise year-on-year.

The overall aim of the policy is to reduce housing needs in the county borough through the provision of good quality, affordable homes to rent.

Why are we consulting?

Your voice matters: Asking for feedback gives residents and other stakeholders a chance to share their views before the policy is finalised. The Council is seeking on the draft policy and integrated impact assessment. We want to ensure that the policy reflects real needs and priorities, and that any potential implications from the introduction of this policy are identified and assessed before the draft policy is finalised.


Ways to give your views

There are several ways you can take part:

• Online survey

Complete the online survey. It includes a mix of multiple-choice questions and space to add your own comments. The survey takes around 5-10 minutes to complete.

• Paper copies

Paper copies of the survey will be available on request by emailing stratanddevelop@caerphilly.gov.uk or by phoning 01443 863121.

• Support to take part
