The Council understands that, following the Welsh Assembly elections in May 2026, the Welsh Government will set out a timeline for the development and publication of a new National Housing Strategy.
The new National Housing Strategy will outline Welsh Government’s long‑term vision, priorities and actions for meeting housing need across Wales, ensuring the provision of safe, affordable and suitable homes.
To ensure that the next Local Housing Strategy produced by the Council aligns with, and fully reflects, the vision and priorities of the new National Housing Strategy, it is proposed that the end date of the existing Local Housing Strategy be extended from October 2026 to October 2028. No changes will be made to the existing Local Housing Strategy as its priorities align closely with the work the Council and it partners are currently undertaking to ensure the provision of safe, affordable and suitable homes throughout the county borough. A new Local Housing Strategy will be published by the Council in October 2028.
In addition, the Council proposes to publish an updated Delivery Plan to cover the extended period. The updated Delivery Pan will be introduced in October 2026. The delivery plan is not being considered as part of this engagement exercise.
The Council is seeking stakeholder’s views on the proposal to extend the end date of the existing Local Housing Strategy from October 2026 to October 2028.
