New barrier on bridleway (Manmoel)

Caerphilly Council is seeking views on a proposal to install an accessible kissing gate (with RADAR bypass) and horse stile across a public bridleway – ARGO/BR383/1 (formerly Bedwellty). The purpose of the proposal is to protect users of the bridleway, by preventing the access of unauthorised vehicles whilst maintaining access for legitimate pedestrians, equestrians and pedal cyclists.
Accessible kissing gates and adjacent horse stiles (also known as step overs) have been used in the past to prevent or reduce access by motorcycles, quad bikes and 4 wheeled vehicles such as cars and vans. We are seeking views to help identify any potential issues that the installation of such furniture items may cause for legitimate users of this path, including pedestrians, users of pushchairs and off-road mobility aids / mobility vehicles, users with horses (either ridden or being led) and pedal cyclists. These furniture items are likely to cause issues for some, however the result of the proposal is aimed at safeguarding users, and the resulting structures may unfortunately make use of the route more difficult for a small minority of legitimate users, but it is hoped the arrangement of structures will retain access for most legitimate users.
Any responses to this consultation will be included in a report to the Head of Public Protection, Community & Leisure Services to help determine whether the type of barrier is appropriate, and if so, if it should be authorised.
Why are we consulting?
Evidence has been provided to show that Bridleway: ARGO/BR383/1 is subject to misuse by motor vehicles. The Council has a duty to protect users of public rights of way, and we are considering measures to prevent access by unauthorised vehicles and seek any comments on how this might affect users.

Expected outcomes
If there are no legitimate reasons against the proposal, it is anticipated that an accessible kissing gate and adjacent horse stile will be approved and subsequently installed.
